The former British government organized the health service in the state of Assam in 1912 to ensure its proper operation and to provide health care to the general public. The health services department was initially established by the British government in two wings: the curative side and the preventive side. The name of the position was INSPECTOR GENERAL of civil hospitals and prisons [This name of the position is still visible in the Fundamental Rule] because the curative side of the health services was moved under the head of the department. The IGCH was in charge of the prison administration ever since the position of Inspector General of Civil Hospital was established.
The term “Director of Public health” was used to refer to the new position that was created to oversee the Health Service’s preventative component. As previously mentioned, the two heads of departments continued to serve until 1958. The following is a list of the two department heads’ activities. The state’s district and sub-divisional headquarters’ hospitals were run by the Inspector of General Civil Hospital and Prisons. Services are provided both indoors and outdoors by the hospitals. Under the Inspector General’s supervision, some dispensaries for expanding outdoor treatment facilities were also established. Under the Director of Public Health’s supervision, only preventative measures were taken to prevent epidemics, cholera, kalazar, smallpox, TB, leprosy, and other diseases.
