Hekani Jakhalu Constituency

Hekani Jakhalu ran for Nagaland Assembly in 2023 under the NDPP banner. The 48-year-old social activist ran from Dimapur III and won the election to the Legislative Assembly, being the first woman in Nagaland to do so (MLA). Almost nothing is known about Hekani Jakhalu’s private life.

Women in Nagaland politics

Women have not been elect to serve as MLAs in Nagaland for the past six decades. This time, four major parties had candidates who were women, so that was expecte to change. Kahuli Sema of the BJP, Rosy Thompson of the Congress, and Salhoutuonuo Kruse of the NDDP were the other women candidates in addition to Jakhalu.

According to the most recent trends on the ECI website, NDPP’s Kruse is leading from the seat of Western Angami, and the BJP’s Sema is also leading from the Atoizu constituency. Sentsuthung Odyuo, a researcher at Christ University, previously told Outlook that the Naga Hills did not have castes or other forms of discrimination against women. However, there were different social structures based on age, gender, clan rank, and the status obtained through feasts or warfare skills.

He stated, “Male dominance and patriarchal values remain a major obstacle in Naga society.” He continued, “The traditional institutions around which the Naga social and political life revolves have never recognised the rights of women as primary decision-makers.” By purposefully preventing women from sharing power as equals with men, it restricts their agency and voice.” Outlook note that, despite Naga society’s relative liberality, women were traditionally confined to the home, while men conducted themselves publicly.

Not just optics

183 people will compete for the 59 open seats in the Nagaland Legislature, excluding the Akuluto seat, which the BJP won unopposed. There are four women on that list, one fewer than in 2018. Nonetheless, the parties argue that they have now emphasised on the quality of the women candidates they are fielding rather than only “going for optics” in order to “make the list more gender-balanced”.

Lawyer and social entrepreneur Hekani Jakhalu is running for the NDPP in the Dimapur-III district. She received her education in the United States. The 48-year-old hopes that her work with YouthNet, a nonprofit organization she created almost 20 years ago to educate children and help them develop life skills, would help her gain support from voters.

Changing mindsets

Despite the patriarchal nature of Nagaland’s society, attitudes are beginning to shift. During a break from campaigning, she stated to The Hindu that “this reflects in the time and energy the NDPP is spending on me and my fellow candidate, Salhoutuonuo Kruse, contesting the Western Angami seat.”

The 56-year-old Ms. Kruse has experience working with a variety of NGOs and civil society organizations, like Ms. Jakhalu. Rosy Thomson, 58, is running for Congress in the Tening constituency. She has been a social worker for three decades. On the other hand, Kahuli Sema left his position as chief engineer for the Public Works Department of Nagaland to run for the BJP in the Atoizu constituency. The 57-year-old stated, “Women’s participation and representation in decision-making bodies and politics is a marker of progress.”

Our party is dedicate to women’s empowerment and welfare. We sent S. Phangnon Konyak to Parliament as the first woman from Nagaland to serve in the Rajya Sabha. We gave Ms. Sema a seat because the BJP gives women priority and space, “said Sapralu Nyekha, the convenor of the BJP’s State media cell. In March 2022, nearly 45 years after Rano M. Shaiza of the United Democratic Party became the first woman to represent the State in the Lok Sabha, Ms. Phangnon Konyak became Nagaland’s sole Upper House member.

Barriers can be broken

The women running for office in this election want more than just to make a name for themselves in Nagaland’s political history. “In Nagaland, many women are wire to believe that they cannot compete with men in politics. Ms. Jakhalu stated, “We want to demonstrate that barriers can be broken and that women can deliver as public representatives.”

She stated that her ambition of “mentoring at least 20 women” to become legislators and parliamentarians would become a reality if she were elected to the Assembly. She must overcome the Lok Janshakti Party (Ram Vilas) candidate and 2018 winner Azheto Zhimomi as well as three others in order to accomplish that.

In Western Angami, the NDPP’s Ms. Kruse will likely have an easier time competing against her sole independent rival, Keneizhakho Nakhro. The same holds true for Ms. Sema of the BJP; her only opponent in Atoizu is Picto of the Nationalist Congress Party. For the Tening seat, Ms. Thomson of the Congress faces competition from five other candidates, including Tarie Zeliang of the NDPP.
