Reddy first proposed the concept of “decenstralised development” in 2019 and called for the state to have three capitals. He stated that Kurnool would serve as the judicial capital, Visakhapatnam would serve as the executive capital, and Amaravati, which the previous chief minister N Chandrababu Naidu had begun to develop as the state capital, would serve as the legislative capital.
